Japan official faults nuke design, defends secrecy

(AP) ? The Japanese government official who outlined the worst-case scenario for the unfolding nuclear disaster last March is defending how his study, warning that millions of people may need to evacuate, was kept secret.

Shunsuke Kondo head the Japan Atomic Energy Commission and helps set government nuclear policy. He said Tuesday that authorities would have had as much as a week or two to expand the evacuation zone if the worst-case scenario had started to unfold.

He also said the design for the Fukushima Dai-ichi nuclear power plant had been faulty and he had not expected the "Chernobyl-style disaster" that occurred.
