Gunman's employer sought Navy consulting work

WASHINGTON (AP) ? A little more than 24 hours after an IT contractor shot dozen workers at the Washington Navy Yard, the company's CEO told the Navy secretary he had the experience to help improve military security.

The email from The Experts chief Thomas Hoshko, which included descriptions of his background and expertise, stunned some Navy leaders in the wake of the shootings Monday that left 13 people dead, including the gunman, former Navy reservist Aaron Alexis.

The correspondence also fueled concern about what defense officials believe may have been failures by the company to alert the military about Alexis' apparent mental health problems.

In the email, which The Associated Press obtained, Hoshko said he was "dramatically" affected by the shootings and wrote that "my heart and prayers go out to the families and friends of those innocent victims."

But the email quickly moves on, with Hoshko laying out his work experience and offering his services. He wrote that he was "confident that I can provide valuable input and solutions to the process that will provide better security for the military, contractors and civilians."

Navy officials confirmed that email was sent to Secretary Ray Mabus. They declined to characterize its contents.

Florida-based The Experts declined comment.

Revelation of the email comes as the Navy and the Defense Department review Alexis' Navy service history, the Pentagon's security clearance procedures, safety at defense installations around the world and the responsibilities that contractors have in reviewing their workers and notifying the military about potential problems.

One of the first reviews, examining the nearly four years of Alexis' troubled Navy career, is almost complete, according to the Navy. Mabus had asked for a review of Alexis' service record to determine if his behavioral problems while in the Navy should have affected his ability to keep his security clearance.

A secret security clearance is good for 10 years. It carries over, even if a worker leaves the military and joins a private company, as long as the gap between the two jobs is not more than two years. The Experts twice conducted a typical employee background check of Alexis, but found only a traffic violation.

As a result, Alexis' clearance level was simply verified when he went to work for The Experts, but no additional research or checks were done.

Officials have acknowledged that many red flags may have been missed in the months and years before Alexis brought a sawed-off shotgun into Building 197 at the Navy Yard in the District of Columbia and began shooting.

Alexis had maintained his secret level security clearance and passed at least two background checks despite a string of minor arrests, mental health issues and some recent bouts of suspicious conduct that raised worries even within the company.

Euro zone trade surplus widens in July on exports revival

BRUSSELS (Reuters) - The euro zone's trade surplus widened in July thanks to a revival in exports, another sign that sales to the rest of the world are proving to be central to the bloc's recovery.

The seasonally unadjusted surplus of 17 countries sharing the euro widened to 18.2 billion euros ($24.30 billion) from 13.9 billion euro surplus in July last year, the European Union's statistics office Eurostat said on Tuesday.

Exports rose by 3 percent, year on year, following a 3 percent drop in June compared to the same month a year ago. Imports were flat in July after a 6 percent decrease in June, suggesting that European household demand may be picking up.

The unadjusted cumulative surplus for the first seven months of the year stood at 90.8 billion euros, compared with 35.1 billion euros in the same period of last year.

A bounce in exports helped to pull the bloc out of recession in the second quarter, lifting growth from Germany to Portugal.

The bloc's 9.5 trillion euro economy saw exports to non-euro zone Britain, as well as Russia and Turkey, rising in July, although both exports and imports to and from the United States and China declined.

Exports from Germany also surprised with a fall in July and underscored that domestic spending is key for growth in Europe's largest economy this year, highlighting the risks of a bumpy recovery ahead.

The European Commission says the recovery in the euro zone is expected to gain a more solid footing next year, but economists do not see healthy growth returning to Europe before 2015.

The European Central Bank, which is expected to keep interest rates at record lows for an extended period of time, trimmed its 2014 growth forecast for the euro zone by 0.1 percentage points to a mid-point of 1 percent in September.

Billy Connolly has undergone prostate cancer surgery and is being treated for the ?initial symptoms? of Parkinson?s Disease.

The stand-up comic and actor?s operation was a ?total success? and he has made a full recovery, his spokeswoman said.

Despite the surgery, the 70-year-old is expected to continue his TV and stage work.

?Billy Connolly recently underwent minor surgery in America after being diagnosed with the very early stages of prostate cancer. The operation was a total success, and Billy is fully recovered,? a statement said.

?In addition, Billy has been assessed as having the initial symptoms of Parkinson?s disease, for which he is receiving the appropriate treatment.

?Billy has been assured by experts that the findings will in no way inhibit or affect his ability to work, and he will start filming a TV series in the near future, as well as undertaking an extensive theatrical tour of New Zealand in the new year.?

Glasgow-born Connolly, affectionately known as the Big Yin, is one of 127,000 with Parkinson?s, which is caused by a loss of brain cells that produce a chemical messenger known as dopamine.

Possible symptoms include tremors, muscle rigidity, slowness of movement and memory loss.

Connolly admitted earlier this year he had started to forget lines during performances.

?This is f****** terrifying. I feel like I?m going out of my mind,? he said at the time.

There is still no cure for Parkinson?s, with scientists unable to work out why people develop the condition.

Symptoms can be managed through drugs, therapies and, sometimes, surgery.

Steve Ford, chief executive at Parkinson?s UK, said he was sorry to hear about the star?s treatment.

?One person every hour will be diagnosed with Parkinson?s in the UK, despite this it remains a little understood condition and we salute Billy?s bravery in speaking out about his condition at this difficult time,? he said.

?We wish Billy and his family all the best as they come to terms with this upsetting diagnosis.?

Connolly is married to New Zealand-born actress and psychologist Pamela Stephenson whose biography of her husband, simply called Billy, was a huge best-seller.
