Iraq: Wave of evening bombings kills at least 15

(AP) ? Iraqi authorities say a wave of new explosions has struck cities south of Baghdad, killing at least 15 and wounding dozens.

Police say the deadly blasts struck shortly before the evening iftar meal that ends the daylong fast during the holy month of Ramadan. They reported four dead in Karbala, five in Nasiriyah and six in Musayyib. Hospital officials confirmed the casualty tolls.

Officials say powerful explosions also struck the cities of Kut and Basra, but they were unable to provide casualty figures.

The officials spoke on condition of anonymity because they weren't authorized to release the information to reporters.

Iraqi is being hit by its worst waves of violence in years, raising fears the country is heading back toward the widespread sectarian fighting that peaked in 2006 and 2007.

Other Sports: Trentin wins race to Lyon

Matteo Trentin stayed strong to win the race to Lyon and further improve the fortunes of Omega Pharma - Quick-Step.

Trentin wins race to Lyon

Trentin, a team-mate of Mark Cavendish, won the sprint finish after initially breaking away in an 18-man group. Team Sky's Chris Froome retained the yellow jersey, despite finishing more than seven minutes behind Trentin.
Froome is currently more than two minutes in front of Bauke Mollema and Alberto Contador and the Kenyan-born rider was in no danger after the breakaway group contained no riders who could threaten his lead.
The route for stage 14 consisted of seven climbs and Germany's Jens Voigt tried to break away early in a group of four before being caught by 14 other riders.
Those riders were split up when Julien Simon sprinted clear with 15km to go. The Frenchman was looking to become the first French stage winner of the race's 100th edition before Trentin found some extra speed to pip the pack to victory.
Speaking about the 15th stage, race-leader Froome said: "A climb like Ventoux at the end of a 240km stage is brutal and I'm expecting big time gaps on the general classification.
"I think a lot of people have left energy on the road and lost time over the last couple of days and there are lots of excuses to attack."

Scherzer finally loses, Rangers beat Tigers 7-1

DETROIT (AP) ? For the first time in over nine months, Max Scherzer stood in front of his locker as the losing pitcher, trying to explain what went wrong.

"I threw some good pitches, they hit it. I threw some bad pitches, they hit it even farther," the Detroit right-hander said. "It's a loss. That's what happens when you don't quite pitch as well."

Scherzer allowed four runs in the middle innings, and for once, the AL Central-leading Tigers didn't back him with much offensive support, falling to the Texas Rangers 7-1 Saturday night. It was Scherzer's first defeat since Sept. 23. In between, he went 22 starts ? 19 in the regular season and three in the postseason ? without a loss.

Scherzer (13-1) was trying to become the first pitcher in the majors to start 14-0 since Roger Clemens in 1986. He allowed four runs and eight hits in six innings, walking two and striking out six.

The defeat came in his final start before the All-Star game ? he could start the event next Tuesday night at Citi Field in New York.

"He probably wasn't as dominant, but he still gave us a chance to win and kept us close," outfielder Torii Hunter said. "We just couldn't get any run support for him. Tonight, we failed him."

Mitch Moreland's two-run homer in the fourth gave Texas a 3-0 lead, and Derek Holland (8-4) was sharp for the Rangers. He allowed a run and five hits in seven innings.

Adrian Beltre added a two-run homer in a three-run ninth for Texas.

Scherzer entered the day leading the majors in run support, and that was no small reason for his unblemished record. He struck out three in the first.

Jurickson Profar's line drive in the second caught Scherzer in the left wrist, and he showed reporters his bruised non-throwing arm afterward. The Detroit pitcher threw to first to retire Profar and was able to keep going.

"Right on the bone," he said. "Obviously it wasn't broken but it just affected how ? you never realize how much you use your glove to pull through with your body. I was still able to pitch and pitch effectively and hit my spots, but it changed kind of how my mechanics worked."

The Rangers finally put his streak in jeopardy in the fourth.

Nelson Cruz led off with a double, advanced to third on a groundout and scored on a sacrifice fly by A.J. Pierzynski. Scherzer then walked Elvis Andrus, and that came back to haunt him when Moreland lifted a drive to left-center for his 13th homer of the season.

Hernan Perez hit an RBI single in the bottom of the inning, but Pierzynski's RBI bloop double in the fifth made it 4-1.

Scherzer did extend one streak. He's struck out at least six hitters in all 19 starts this year. When he walked off the mound after the third out of the sixth, a few fans behind the Detroit dugout gave him a nice ovation, presumably sensing his night was done.

Scherzer threw a season-high 122 pitches.

Holland, meanwhile, lowered his ERA to 3.08, which is actually better than Scherzer's mark of 3.19. Holland started the Rangers' 11-8 victory over Detroit on May 19, allowing two of Miguel Cabrera's three homers in that game. He kept the Tigers quiet Saturday in front of a sellout crowd of 44,061 at Comerica Park.

Holland walked five and struck out seven.

"Scherzer was 13-0 for a reason. He's got great stuff," Holland said. "Today I made pitches when I needed to and I thought my defense did a great job making plays and saving me. It's up there with the big games this year."

Texas starters are only 10-13 since the beginning of June, even after Holland's solid performance.

Detroit's rotation, meanwhile, has been among the best in the game ? and Scherzer has certainly contributed his share. He's a big part of the Tigers' efforts to win their third straight division title.

"I believe in my talents and I believe going forward that I'm going to put together other streaks as well," Scherzer said.

NOTES: Ian Kinsler set a Rangers' record with his 162nd career steal, breaking a tie with Bump Wills. ... Detroit's Victor Martinez left the bases loaded with a third-inning strikeout and had his hitting streak snapped at 14 games. ... Tigers ace Justin Verlander (9-6) starts Sunday against Texas LHP Martin Perez (3-1).

Tropical Storm Chantal sets sights on Haiti, Dominican Republic

Orlando Barria / EPA

A motorcycle rides through a flooded street hours before the expected arrival of Tropical Storm Chantal in Santo Domingo, Dominican Republic, on July 9, 2013.

By Andrew Rafferty, Staff Writer, NBC News

Haiti and the Dominican Republic will be in the cross hairs of Tropical Storm Chantal on Wednesday, threatening the Caribbean island nations with dangerous waves, storm surges and high winds, the National Hurricane Center warned Tuesday night.

The storm, which formed late Sunday night, could bring up to 8 inches of rain and danger of flash?flooding?and mudslides over higher elevations in the two countries, the Weather Channel reported. It also warned that the highest storm surge, which could reach 2 to 4 feet above normal tides, will likely be seen along the southern coast of the Dominican Republic when the center of the storm approaches.

A National Weather Service projection late Tuesday showed the storm heading through Haiti and the Dominican Republic before swiping the eastern part of Cuba on Thursday night. The storm is expected to then hit the northwestern Bahamas and reach the southern tip of Florida by Friday evening, according to the prediction.

Dominican and Haitian officials urged those in low-lying areas to evacuate, the Associated Press reported. But people in both countries on the island of Hispaniola have resisted the calls to abandon their homes.

The tropical storm has maximum sustained winds near 60 miles per hour, but a gradual decrease in the force of the storm is expected in the next 24 hours, the National Weather Service predicted.

    FCA plans new insurance investigation

LONDON (Reuters) - The FCA is to investigate the sale of insurance with products such as cars or holidays, exercising new powers to boost competition.

FCA Chief Executive Martin Wheatley will announce the study of the market for so-called insurance add-ons at an industry conference in London on Tuesday.

The FCA said the investigation will focus on whether sales to consumers, who are often offered insurance against breakage or loss immediately after buying a new product, offer value for money.

After the loan insurance mis-selling scandal that came during the Financial Services Authority's (FSA) watch and has so far cost the industry nearly 9 billion pounds, the newly formed FCA is reviewing sales practices in several areas of the sector.

The FCA is examining areas including mobile phone protection, claims handling and the pricing of automatic policy renewals on home and motor insurance.

Unlike its predecessor, the FCA has the power to improve competition and protect consumers by banning or changing products.

"Our new competition duty is the single most significant change in our objectives as a regulator," Wheatley will tell delegates at the Association of British Insurers conference.

"It means that we don't just wait for problems before we try to promote competition in the markets we regulate."

(AP) ? Novak Djokovic and Andy Murray are building their own Grand Slam rivalry, one that perhaps someday will merit mention alongside Roger Federer vs. Rafael Nadal, or Djokovic vs. Nadal.

When the No. 1-ranked Djokovic faces No. 2 Murray to determine Wimbledon's champion Sunday, it will be their fourth meeting in a major final ? and third in less than a year.

Djokovic beat Murray at the Australian Open in 2011. Murray beat Djokovic at the U.S. Open last September. Djokovic beat Murray at the Australian Open this January.

That's not yet quite up to the lofty standard set by Federer and Nadal, who played each other in eight Grand Slam title matches from 2006-11. Djokovic and Nadal have contested five major finals since 2010, including a stretch of four in a row.

While part of the appeal of the Federer-Nadal matchup lies in their vastly contrasting games ? all the way down to the most basic level, righty vs. lefty ? Djokovic-Murray features two guys who employ rather similar styles.

They are improving servers and fantastic returners who managed to silence big hitters in the semifinals Friday: Tough to decide whether it was more surprising that Djokovic had a 22-4 edge in aces during his 7-5, 4-6, 7-6 (2), 6-7 (6), 6-3 victory over No. 8 Juan Martin del Potro, or that Murray had a 20-9 edge in aces during his 6-7 (2), 6-4, 6-4, 6-3 victory over No. 24 Jerzy Janowicz.

They also are cover-every-inch hustlers who can switch from defense to offense, quick as can be.

"There is some similarities there, in terms of if you look at stats and stuff. I mean, both of us return well. That's probably the strongest part of our games. Both play predominantly from the baseline," said Murray, who is aiming to become the first British man to win Wimbledon since Fred Perry in 1936.

"We both move well, but a different sort of movement," Murray continued. "He's extremely flexible and he slides into shots, even on the courts here. He slides more. He's quite a bit lighter than me. So I'd say I probably move with more power, and he's much more flexible than me."

In the women's final Saturday, 15th-seeded Marion Bartoli of France won her first Grand Slam title, beating 23rd-seeded Sabine Lisicki of Germany 6-1, 6-4.

Djokovic, the 2011 Wimbledon champion, is seeking his seventh Grand Slam title overall and will be playing in his 11th major final. Murray is 1-5 in major finals. He has reached the championship matches at each of the last four Grand Slam tournament's he entered; he skipped this year's French Open because of a bad back.

Murray didn't need to expend too much energy to get past Janowicz, but Djokovic's win against del Potro was physically and emotionally sapping. It lasted 4 hours, 43 minutes, a record for a Wimbledon semifinal, and was filled with intense points.

"I did play a very long match, but I had situations before where I had to recover even just in 24 hours for the match the next day," Djokovic said Saturday. "I kind of got used to it and I know my body. I have a great team of people around me that make sure that we respect everything that we usually do. I'm confident I'll be ready for tomorrow."

Del Potro's take about how much Djokovic will have left for Sunday: "He will be OK."

Djokovic and Murray have put up remarkably close numbers over this fortnight.

Djokovic has lost two sets, Murray three. Djokovic has dropped 80 games through six matches, Murray 82. Djokovic has won 95 of 101 service games, Murray 95 of 103. Djokovic has 76 aces and only seven double-faults; Murray has 80 aces and 11 double-faults.

Born a week apart in May 1987, Djokovic and Murray first met as junior players.

"We know each other since we were 11 years old. On and off the court, we have lots of respect for each other. Always very fair, very honest relationship," Djokovic said. "Now we are big rivals and it's difficult. ... So we don't get together and have dinners and parties, but we definitely always chat and remember the fun days we had as juniors."

The two men get along well enough that when both were at the semifinal stage of last year's U.S. Open, they sat in front of a computer together and watched online while Murray's Scotland and Djokovic's Serbia played to a 0-0 draw in a qualifying match for soccer's World Cup.

"We have a professional friendship, I think, now. When we were younger, it was more friendly," Murray said.

"We've spent a lot of time discussing various issues within tennis and doing what I think sometimes what was best for the sport. But I don't think it goes more than that right now. I would hope when we finish playing, it will be different," Murray added. "But it's just hard, because playing in big, big matches with a lot on the line, you can't be best of friends when that's happening."

Djokovic leads the head-to-head series 11-7, including winning their most recent three matches. While this is their first Wimbledon encounter, they did play on the All England Club's grass in the semifinals of last year's London Olympics, and Murray won 7-5, 7-5 on his way to a gold medal.

That's part of year-plus stretch in which Murray has won 17 consecutive matches on grass, and 23 of 24.

His victory over Federer in the Olympic final, four weeks after losing to the 17-time major title winner on the same court in the Wimbledon final, gave Murray a real boost of confidence.

There's a tremendous amount of pressure and expectations heaped on Murray every year at this time, because of the considerable wait for a British champion.

    He knows that, of course.

So does Djokovic, who is aware there will not be many people pulling for him in the stands Sunday.

"It's normal to expect, in a way, that most of the crowd will be on his side. He's a local hero," Djokovic said.

Murray says he thrives with the backing of 15,000 or so flag-waving, top-of-their-lungs-yelling spectators every time he plays on Centre Court.

"There's that extra bit of pressure that probably Novak doesn't have," said Murray's older brother, Jamie, who won the 2007 mixed doubles title at the All England Club. "If (Andy) deals with that well, then I'm sure he can perform in the final. Whether he wins or not I don't know, but they're two evenly matched guys, and they've had a lot of great matches in the past. Hopefully Sunday will be another one."

Instead of another Federer vs. Nadal, No. 1 vs. No. 2, match on the last Sunday, this time it'll be Djokovic and Murray. In as unpredictable a Wimbledon as anyone can recall, Nadal lost in the first round, and Federer exited in the second, both against men ranked outside the top 100.

Murray was asked how his mindset might be different in his second Wimbledon final than it was in his first, 12 months ago.

"I'll be probably in a better place mentally. I would hope so, just because I've been there before. I won a Grand Slam. I would hope I would be a little bit calmer going into Sunday," Murray said. "But you don't know. You don't decide that. I might wake up on Sunday and be unbelievably nervous, more nervous than I ever have been before. But I wouldn't expect to be."

Mpls Golf Pro Headed To PGA Championship

MINNEAPOLIS (WCCO) ? One of golf?s biggest tournaments, the PGA Championship is Aug. 5-11 in Rochester, New York.

A Twin Cities PGA golf pro Jeff Sorenson ? who makes his living teaching others how to golf ? is playing in it.

Sorenson?s one of only 20 teaching pros in the entire country to qualify to play in the PGA Championship, one of golf?s four majors.

?It was awesome,? he said. ?It was really cool.?

He made the cut by placing third in the national championship for PGA pros.

His brother, Matt, knows how rare the feat is.

?I know that it?s very rare,? he said. ?Because just making it to the professional national championship is a hard feat in itself, and then to make the cut there is even a bigger feat, because it?s such a huge field. And then to actually finish in the top 20 of that tournament, you know, it speaks for itself.?

Sorenson isn?t a pro at Hazeltine or Interlachen or TPC. He?s at Columbia Golf Club, a municipal course in Minneapolis, and a sense of pride that comes with that.

?Sometimes people think that the better players are going to come from certain clubs, but it doesn?t really work that way,? he said.

This will actually be his second time in the PGA Championship, as he missed the cut after two rounds in 2011.

?But my goal this year isn?t just to make the cut,? he said. ?I want to contend. If I play my best golf, I know I can.?

Sorenson will also get a trip to England out of the deal.

He qualified to be one of 10 Americans to represent team USA, against the British/Irish team in a Ryder Cup-style tournament for club pros, later this year.

NJ mayor's Senate slogan not accurate, Dems say

NEWTON, N.J. (AP) ? Some Sussex County, N.J. Democratic leaders want to make it clear that Newark Mayor Cory Booker does not have their endorsement yet, despite his slogan on the primary ballot.

Booker's campaign has chosen "Sussex County Democrats 2013" as his slogan for the Aug. 13 U.S. Senate primary.

But county Democratic committee chairman Michael Busche told The Star-Ledger that he does not have the county's official endorsement.

Busche said the party leadership plans to pick its favorite after a straw poll later this month.

Booker joins three other Democrats and two Republicans in the race to fill the last 15 months of late Sen. Frank Lautenberg's term.

Afghan Taliban vow attacks over Ramadan after being hacked

KABUL (Reuters) - The Afghan Taliban promised on Friday to continue attacks over Ramadan, rejecting as a fake an insurgent email promising a halt in violence over the coming Muslim holy month and saying it was the work of government intelligence.

Taliban spokesman Zabihullah Mujahid said the message sent in his name promising a temporary cessation of violence with next week's start of Ramadan was the latest incident in a simmering cyber war between intelligence agencies and the insurgents.

"In that mail the enemy losers have tried to influence attacks by mujahideen fighters," Mujahid said. "We strongly reject sending any such email on a stoppage of operations."

Afghan spy agency the National Directorate of Security has increasingly targeted the Taliban's sophisticated messaging network, which includes websites and email accounts, social media and spokesmen using noms de guerre.

The Taliban use Afghanistan's improving phone network to distribute anti-government messages and use Twitter to claim largely improbable successes as most foreign combat troops look to leave the country by 2014.

The Taliban, who ruled Afghanistan with an iron fist from 1996 to 2001, are seeking to overthrow the U.S.-backed government and end foreign occupation.

While Ramadan is usually a relatively quiet month for insurgent attacks marked mainly by the use of roadside bombs rather than direct assaults by armed fighters, Zabihullah said the month also carried extra religious significance for insurgents.

"During the holy month of Ramadan, jihad has major rewards. And mujahideen will continue to employ all their fighting techniques to mount attacks on the enemy," he said.

Taliban fighters in 2011 used car bombs to attack a British government cultural center in the Afghan capital over the Ramadan period, killing almost a dozen people.

This year the militants have stepped up attacks ahead of the Afghan summer months. Insurgents including a suicide bomber attacked a foreign logistics and supply company last week in Kabul, the latest in a string of daring assaults in the capital.

Kabul's police chief General Mohammad Ayoub Salangi said on Friday that security forces had arrested three people in a night raid and seized five suicide bomb vests.

Cluster spacecraft detects elusive space wind

A new study provides the first conclusive proof of the existence of a space wind first proposed theoretically over 20 years ago. By analysing data from the European Space Agency's Cluster spacecraft, researcher Iannis Dandouras detected this plasmaspheric wind, so-called because it contributes to the loss of material from the plasmasphere, a donut-shaped region extending above the Earth's atmosphere. The results are published today in Annales Geophysicae, a journal of the European Geosciences Union (EGU).

"After long scrutiny of the data, there it was, a slow but steady wind, releasing about 1 kg of plasma every second into the outer magnetosphere: this corresponds to almost 90 tonnes every day. It was definitely one of the nicest surprises I've ever had!" said Dandouras of the Research Institute in Astrophysics and Planetology in Toulouse, France.

The plasmasphere is a region filled with charged particles that takes up the inner part of the Earth's magnetosphere, which is dominated by the planet's magnetic field.

To detect the wind, Dandouras analysed the properties of these charged particles, using information collected in the plasmasphere by ESA's Cluster spacecraft. Further, he developed a filtering technique to eliminate noise sources and to look for plasma motion along the radial direction, either directed at the Earth or outer space.

As detailed in the new Annales Geophysicae study, the data showed a steady and persistent wind carrying about a kilo of the plasmasphere's material outwards each second at a speed of over 5,000 km/h. This plasma motion was present at all times, even when the Earth's magnetic field was not being disturbed by energetic particles coming from the Sun.

Researchers predicted a space wind with these properties over 20 years ago: it is the result of an imbalance between the various forces that govern plasma motion. But direct detection eluded observation until now.

"The plasmaspheric wind is a weak phenomenon, requiring for its detection sensitive instrumentation and detailed measurements of the particles in the plasmasphere and the way they move," explains Dandouras, who is also the vice-president of the EGU Planetary and Solar System Sciences Division.

The wind contributes to the loss of material from the Earth's top atmospheric layer and, at the same time, is a source of plasma for the outer magnetosphere above it. Dandouras explains: "The plasmaspheric wind is an important element in the mass budget of the plasmasphere, and has implications on how long it takes to refill this region after it is eroded following a disturbance of the planet's magnetic field. Due to the plasmaspheric wind, supplying plasma from the upper atmosphere below it to refill the plasmasphere is like pouring matter into a leaky container."

The plasmasphere, the most important plasma reservoir inside the magnetosphere, plays a crucial role in governing the dynamics of the Earth's radiation belts. These present a radiation hazard to satellites and to astronauts travelling through them. The plasmasphere's material is also responsible for introducing a delay in the propagation of GPS signals passing through it.

"Understanding the various source and loss mechanisms of plasmaspheric material, and their dependence on the geomagnetic activity conditions, is thus essential for understanding the dynamics of the magnetosphere, and also for understanding the underlying physical mechanisms of some space weather phenomena," says Dandouras.

Michael Pinnock, Editor-in-Chief of Annales Geophysicae recognises the importance of the new result. "It is a very nice proof of the existence of the plasmaspheric wind. It's a significant step forward in validating the theory. Models of the plasmasphere, whether for research purposes or space weather applications (e.g. GPS signal propagation) should now take this phenomenon into account," he wrote in an email.

Similar winds could exist around other planets, providing a way for them to lose atmospheric material into space. Atmospheric escape plays a role in shaping a planet's atmosphere and, hence, its habitability.
