Once thought to be a low-level form of pain, itch is instead a distinct sensation with a dedicated neural circuit linking cells in the periphery of the body to the brain, a study in mice suggests.

Neuroscientists Mark Hoon and Santosh Mishra of the National Institute of Dental and Craniofacial Research in Bethesda, Maryland, searched for the molecule that encodes the sensation of itch by screening genes in sensory neurons that are activated by touch, heat, pain and itch. They found that one particular protein, called natriuretic polypeptide b, or Nppb, was expressed in only a subset of these neurons.

Mutant mice lacking Nppb did not respond to itch-inducing compounds, but did respond normally to heat and pain. The researchers also found that when they injected Nppb in the mice's necks, it put them into a self-scratching frenzy. This occurred both in the mutants and in control mice.

?Our research reveals the primary transmitter used by itch sensory neurons and confirms that itch is detected by specialized sensory neurons,? says Hoon.

Hoon and Mishra went on to find neurons bearing receptors for Nppb in the spinal cord. Injection of a toxin made from soapwort seeds that targeted these spinal-cord neurons blocked itch responses, but not other sensory responses, suggesting that information about the itch sensation is transmitted along a distinct pathway. The researchers' results are published today in Science.

Treatment target
The result ?explains problems in the literature and provides a very testable hypothesis for how itch works?, says Glenn Giesler, a neuroscientist at the University of Minnesota in Minneapolis.

Previous research suggested that gastrin-releasing peptide, or GRP, was the neurotransmitter released by sensory neurons to initiate itch-related signals. But Hoon and Mishra, as well as another group of researchers, failed to find GRP outside the spinal cord, indicating that GRP is not the primary trigger.

However, Hoon and Mishra found that GRP is still involved in the itch response. Injecting GRP into mice lacking either Nppb or its receptor produced strong scratching responses. Also, mice in which GRP receptors were inhibited did not engage in scratching behaviour, even with spinal-cord injection of Nppb. These results place GRP-releasing neurons downstream of Nppb in the transmission of the itch sensation.

?This model fits better with what everyone else is seeing,? says Sarah Ross, a neuroscientist at the University of Pittsburgh in Pennsylvania.

The neural pathways for itch in humans are similar, though not identical, to those in mice, and it is unknown whether they involve Nppb or something similar to it, Hoon says. He adds that he plans to follow up with human studies later on.

Giesler says that itch is a common problem, being associated with more than two dozen conditions, including eczema and psoriasis. ?Antihistamines work for a few forms of itch, but for the vast majority they do nothing,? he says. ?This research introduces a brand new target for clinical treatment.?

In 4A, Orem got what it needed to edge East out of the tournament, and Bountiful downed Murray 5-4 in a 7-round penalty kick shootout.

Baseball continues later this week, with the 4A and 5A semifinals and championships to be streamed live from Brent Brown stadium in Orem, while the 4A and 5A championship soccer matches will be streamed on Thursday from Rio Tinto Stadium.

Rdio for iOS update brings 'Find People' feature, design improvements to the UI

Music streamers on Rdio for iOS are used to getting novel features quite often -- but hey, as they say, the more the merrier, right? Keeping up with that tradition, Rdio announced earlier today it's introducing a few new tidbits to the application with version 2.2. Most notably, the app will now allow users to quickly find friends and artists via a new feature dubbed -- appropriately, no less -- Find People. Building up on the search improvements, Rdio's also added an option to easily discover a record label's top musicians and albums, which is, in part, made possible by a number of UI enhancements (like a revamped navigation menu) that were also included in this release. Obama to honor Carole King at White House concert

WASHINGTON (AP) ? President Barack Obama is showing singer-songwriter Carole King that she has friends at the White House.

At an East Room concert Wednesday night, Obama is presenting the 71-year-old singer-songwriter with the Gershwin Prize for Popular Song. She's the first woman to receive the award from the Library of Congress, which honored her Tuesday.

King made famous such hits as "(You Make Me Feel Like) A Natural Woman" and "You've Got a Friend."

She tells The Associated Press it's a tremendous honor to be recognized at such a historic venue.

Past honorees include Paul McCartney, Stevie Wonder and Paul Simon.

Wednesday's program is to include performances by King, Gloria Estefan, Billy Joel, Jesse McCartney, Emeli Sande, James Taylor and Trisha Yearwood. It will be broadcast nationally by PBS on May 28.

Swipely Raises $12M To Plug Marketing Tools Into Retail Payment Systems

Although founder and CEO Angus Davis (who founded TellMe, which was acquired by Microsoft) said that he's focused on "looking forward to the future," it's worth noting that this is the first round that Swipely has raised since the company moved on from allowing users to share credit card purchases with friends to its current focus on payments, marketing, and loyalty. He did say that the company was able to sustain itself for three years on its $7.5 million Series A because it spent the money "judiciously," and because it was bringing in significant revenue.

The engineers in Microsoft's windowless next-gen Xbox silicon lab are rattled. And understandably so. We're in their office, after all, and we have a mess of cameras in the one place you're not allowed to have cameras (or even cellphones). We're obviously outsiders on Microsoft's multi-building, security-heavy Mountain View campus, especially given our quartet of esteemed escorts: Todd Holmdahl, Ilan Spillinger, Nick Baker and Greg Williams. These four gentlemen are leading the charge on both Microsoft's next big thing and, perhaps more importantly, a major effort to internalize silicon architecture at the traditionally software-focused megacorp.

The skittish engineers aren't worried we'll film the mess of 24-inch LCD screens running video-compression tests, or the rows of desks with water hose stations used for temperature stress tests, or even the sea of circuit boards in various states of disrepair -- that's all standard for any Silicon Valley computer lab. It's really just a single chip that's causing concern: a custom-built Microsoft SoC that sits at the heart of the Xbox One. It's this SoC that has us in Mountain View, Calif. -- in Silicon Valley, literally down the road from Google -- a mere five days before Microsoft will unveil its next game console to the world. Over six hours last Friday, we learned not just about that SoC, but also how the company plans to utilize it in the new console. We spoke with its four lead hardware architects. We toured the labs where they are testing the silicon, and where the next-generation Kinect was born. What follows is more than a look behind the silicon that drives the next Xbox -- it's a deep dive into the changing approach Microsoft's taking to creating devices.

Musicals have sometimes had a rough ride when it comes to movie adaptions. They can become shells of their former selves, or more usually, simply a glorified version of the stage version, with very little extra setting, just an increased stage area. Gale Edward?s Jesus Christ, Superstar from 2000 is one such movie, where a stage production was quite successfully captured on video. I only mention it, as a new cinematic version is due out in 2014 and no doubt will be compared to this production of Les Miserables. Boy, it had better be good, because this one is a stunner.

For those that missed it at the cinema or have never seen a live production, the story is set in Post-revolutionary France. Jean Valjean (Hugh Jackman) is a prisoner, released on parole and who then absconds. He is pursued by Javert, (Russell Crowe), but escapes justice long enough to become a wealthy philanthropic man. Picture

Unusually for 2012, the movie was shot entirely on 35mm, with a 2K intermediate. The AVC-MPEG transfer is very good, but the camerawork not perfect. Dealing with the picture quality first, the picture does not have the icy crispness of The Hobbit, feeling a little softer and with a significantly smaller colour palette and dynamic range. To be honest, this is a good thing, as it entirely fits the piece, adding a gentle muted look to the grimy sets.

The main issue however is the frequent focus issues on some of the close up shots. The depth of field is in some cases no more than a few cm, with actor?s hair and clothing being much softer focus compared to their faces. As the camera is often handheld, this means any movement affects the focus and needs to be corrected. On a film camera, neither the viewfinder nor video assist is good enough to set focus, so the focus puller relies on their skills and digital measuring aids to assess the focal distance and maintain a sharp picture. With so much movement, not even the best focus puller can keep up, so there are quite evident focus shifts and corrections. Such is the power of the performance, that Director and quite often camera operator Tom Hooper is not going to insist on a retake over such issues, but it is distracting nonetheless. As with most film transfers, absolute black level is not as good as a direct to digital movie, and detail is a little lacking at times, with the hugely detailed sets feeling a little wasted on occasions. Film grain is generally quite low and certainly does not intrude.

The hand held camera work and plenty of intense close ups can feel a bit strained at times and it occasionally feels like tension is being built up artificially. I can understand why it was done and on a reasonable size screen it works OK, but sit too close to an oversized plasma and sea sickness might just set in.

The CGI is excellent and generally seamless, with the digitally created ship fitting into the dry dock and the backdrops and French roofs grafted nicely onto the practical sets. The use of real locations helps a lot, but plenty of tidying up and addition of depth has been employed.

There are no brightness, solarising or edge enhancement issues though, so it still deserves a very high mark. It just loses a point for the focus issues, occasionally wayward camerawork and a lack of ultimate detail.

Sound

The DTS-HD MA 7.1 stream is simply stunning. A tip here though, if your surround system has weaker surround speakers ? IE: satellites for the surrounds with bigger mains or a lesser centre speaker, have a listen in stereo as well as full surround. I am not suggesting the movie sounds better like this, but the stereo is every bit as good as the full surround mix and any mismatch in your system will disturb the fine balance the sound team have created and you may actually find it more intimate and immersive in stereo.

The LFE is powerful and impactful where required and the surround channels carry a wonderfully ambient and spacious track, with plenty of dynamic range and power. Effects are accurately located and vocals clear and well placed in the sound field, not locked to the centre channel.

The use of live radio mics and virtually no over-dubs or lip syncing gives this movie an intimacy that I have not heard before. The sound team were juggling just as many radio mics as a full on West End show, but also had all the noise of a conventional film set to contend with. The performers all wore discrete earpieces (undetectable in the movie) and sang to a live piano track throughout. This was then replaced with the full orchestra, who had to track the tempo changes and pauses from the original vocal performances and give a powerful performance without destroying the vocal tracks. In some cases, this movie will sound significantly better on a home theatre system than at the cinema, the closer proximity to the speakers playing dividends here.

In all respects, this truly is an awesome and detailed sound mix. Ultimately slightly limited in dynamics, but this is a musical, not a blockbuster action movie and so this is entirely acceptable. I have no hesitation in giving it a 10.

Extras

As you might expect for a major release, plenty of time has been spent getting the extras and menus to look as good as possible. Universal have done a great job, but then allowed the marketing team to flush it all down the toilet by shoehorning in getting on for seven minutes of trailers, including one for a TV box set of Mr Selfridge! It smacks of over commercialisation and annoys me on a disc that will sell so well.

So having skipped through the trailers and selected the correct language, we arrive at a very nice main menu. As with most Universal releases, this allows you to save your own bookmarks, as well as using the scene selection. You can choose your listening and subtitle language and also turn Tom Hooper?s commentary on and off. To be honest, if you have watched the extras, then you do not need to listen to him, as very little of what he says cannot be gleaned from the various production shorts.

The extras can be split into two categories, the first being a look at the original book and author, while the majority concentrate on the movie itself, coming together to form an extended making of documentary. Nicely made in HD, this highlights various aspects of the production, including casting, singing, set design and also a tribute to the various stage performers who appeared alongside the established film actors. In all, almost an hour of material and well worth watching.

Verdict

Described as the first of a new genre, this film is without doubt a stunning production of the musical phenomenon that is Les Miserables. If the performances do not blow you away, then I am not sure what will. Some have complained it feels over-long, but I would disagree. There is little in the way of padding and indeed, some parts of the musical have been truncated to keep running time to a quite reasonable 2 hours and 38 minutes. Jackman and Hathaway might steal the show, but the rest of the cast put in equally fine performances, making this a truly compelling film to watch.

Technically, the music leads the plaudits, being both intimate and powerful in equal measure. The picture just about lives up to the standards expected, but it does feel secondary to the sound at times, with quite a few noticeable focus issues and limited colour gamut.

Truly a must-have disc for any lovers of musical theatre, but even if you think that sad musicals about love and compassion during the French revolution are not your thing, this disc might just surprise you.

'Apple of my Eye' star turns to first love: music

HONG KONG (AP) ? Fans know her as the sweet schoolgirl in the 2011 blockbuster "You Are the Apple of My Eye." Now, they can take a closer look at Michelle Chen through her first love: music.

After she graduated from the University of Southern California and returned home to Taiwan, her initial attempts to break into the island's music scene hit a brick wall. But trying acting at the advice of a talent manager, she landed a few film and television roles, then shot to stardom with "You Are the Apple of My Eye."

The 29-year-old actress said she poured her heart and soul into her first studio album, "Me Myself and I."

"It is really an album about me because I wrote most of the songs. I wrote the lyrics. And I wrote this album about my family and friends, my . maybe lovers," Chen told The Associated Press in a recent interview.

One song is written to her fans, and she says "I think the audience can really, really get to know who Michelle Chen is through the album."

Crediting the late Mandarin pop legend Teresa Teng as one of her major musical influences, Chen said she wrote one of the songs on the album as a tribute to Teng and also to a close family member who introduced her to Teng's music.

"Uncle Grandpa's Small City Story" is a tribute to the first pop song Chen listened to, Teng's "Small Town Story,'" because it was a favorite of Chen's great-uncle.

Chen sang part of "Small City Story" on her own song and says she was amazed while studying Teng's live performances.

"When I was trying how to sing that song, you will realize how much detail that she put into the song, like maybe in one sentence with three words, she has to make three different turns (vibrato three of four times)," Chen said. "No wonder she is like the diva of the century."

Some fans who were holding their breath to see how Chen would follow up her success on "You Are the Apple of My Eye" were surprised that she chose to switch gears and start fresh in music. Chen finds that both a burden and a blessing.

"It's very lucky because now people kind of know me already, so I get to have the chance to release my album and a lot of people will pay more attention to my album," she said.

But with every performance, "people seem to magnify everything I do." She said she hopes to look for the bright side. "I just hope that every time I try to sing, more people will hear that I can do it."

She's performing in China, Taiwan and Southeast Asia to promote the album.

College women exceed NIAAA drinking guidelines more frequently than college men

May 18, 2013 ? In order to avoid harms associated with alcohol consumption, in 2009 the National Institute on Alcohol Abuse and Alcoholism issued guidelines that define low-risk drinking. These guidelines differ for men and women: no more than four drinks per day, and 14 drinks per week for men, and no more than three drinks per day, and seven drinks per week for women. A study of how well college students adhere to these limits has found that female college student drinkers exceed national drinking guidelines for weekly drinking more frequently than their male counterparts.

Results will be published in the October 2013 issue of Alcoholism: Clinical & Experimental Research and are currently available at Early View.

"Recommended drinking limits are lower for women than for men because research to date has found that women experience alcohol-related problems at lower levels of alcohol consumption than men," explained Bettina B. Hoeppner of the Massachusetts General Hospital Center for Addiction Medicine, an assistant professor of psychology at Harvard Medical School as well as corresponding author for the study.

"It is always important to take gender into account when studying health or risk behaviors," added Melissa A. Lewis, associate professor in the department of psychiatry and behavioral sciences at the University of Washington. "Even if you hold weight constant, there are differences in terms of how alcohol affects men and women. For example, men have more of an enzyme in the stomach -- a gastric alcohol dehydrogenase -- that lowers the amount of alcohol that makes it into the bloodstream. Also, women have less blood going through the bloodstream than a man at the same weight, so alcohol gets more concentrated in the bloodstream."

For this study, Hoeppner and her colleagues asked 992 college students (575 females, 417 males) to report their daily drinking habits on a biweekly basis, using web-based surveys throughout their first year of college.

"We found that female college-student drinkers exceeded national drinking guidelines for weekly drinking more frequently than their male counterparts," said Hoeppner. "Weekly cut-offs are recommended to prevent long-term harmful effects due to alcohol, such as liver disease and breast cancer. By exceeding weekly limits more often than men, women are putting themselves at increased risk for experiencing such long-term effects."

"In addition," said Lewis, "men's weekly drinking declined over time whereas women's weekly drinking did not. This finding is concerning. If women continue to exceed weekly drinking recommendations over time, it puts them at greater risk for health issues, such as liver or heart disease and certain forms of cancer."

"These findings contribute to our understanding of how populations adhere to national drinking guidelines," said Hoeppner. "Specifically, it examines college student drinkers, where adherence to weekly drinking limits has not been examined before. Generally, 'binge drinking' receives more attention when examining college student drinking, however, for long-term health, it is also important to examine the establishment of drinking patterns that may lead to long-term harmful effects, not just short-term effects."

"These findings highlight the need for prevention efforts to focus on both daily and weekly limits to reduce harm from short- and long-term negative consequences related to alcohol use," said Lewis. "Current preventative interventions often do not focus on weekly drinking recommendations, which is important and a warranted area of future research.

Hoeppner agreed. "Our results might motivate clinicians to address weekly drinking limits and the potential for long-term alcohol related harm with their patients," she said. "The reasons that many college students exceed these weekly limits are unclear. It is possible that lack of awareness of the guidelines and possible consequences of exceeding them contributes to these high rates. If so, clinicians might reduce harm by educating their college-student patients about the guidelines and the harm they seek to prevent, especially their female patients. Similarly, researchers and clinicians designing prevention/intervention programs might find it useful to address weekly drinking limits in their programs, both to reduce incidence rates thereof, and to identify the reasons for exceeding these guidelines."

Psychiatrists unveil their long-awaited diagnostic "bible"

NEW YORK (Reuters) - The long-awaited, controversial new edition of the bible of psychiatry can be characterized by many numbers: its 947 pages, its $199 price tag, its more than 300 maladies (from "dependent personality disorder" and "voyeuristic disorder" to "delayed ejaculation," "kleptomania" and "intermittent explosive disorder"), each limning the potential woes of being human.

But to the psychiatrist who shepherded the tortuous creation of the "Diagnostic and Statistical Manual of Mental Disorders," perhaps the single most important number is the "5" in its title: This is the DSM-5, not the DSM-V.

That may seem like a cosmetic change, but the American Psychiatric Association, which will release the book on Saturday at its annual meeting, decided to use Arabic instead of Roman numerals because "we want it to be a living document," said Dr David Kupfer of the University of Pittsburgh, the chairman of the task force that produced the DSM-5. Rather than waiting another generation to revise the manual - the DSM-IV was published in 1994 - psychiatrists will regularly update it with, for example, findings from genetics and neuroscience, labeling the revisions DSM-5.1 and DSM-5.2 and so on.

"We used '5' because V.0 and V.1 just don't look good," said Kupfer.

The fact that the world's most powerful psychiatrists (their decisions determine what counts as a mental disorder, and thus what insurers cover and which children receive special services in school) are already building in ways to change the manual is commendable, even its critics say.

But it is also emblematic of the DSM-5's failures, they argue, which include turning normal human behavior and feelings into mental illnesses, and expanding the criteria for disorders until an astonishing one in four U.S. adults has a diagnosable mental illness every year - and even more do over a lifetime.

The latest revision began in 1999 with high hopes for putting mental illness on a scientific footing, using neuroscience in particular to tell the difference between, say, normal sadness and major depression.

That reflected persistent criticism that "drawing a line between sickness and disease is a special problem in psychiatry," said psychotherapist Gary Greenberg, who participated in the "field trials" that tested the DSM-5's proposed diagnostic criteria before they made the final cut. "We don't have blood tests or other objective criteria to distinguish mental sickness from health. So you have a set of criteria that are very common, which means the potential for many people being diagnosed as mentally ill when they're not."

STILL WAITING FOR SCIENCE

The 1,500 experts who contributed to the DSM-5 would have liked nothing better than to base diagnoses on genetics or neuroscience, rather than on subjective judgment and lists of mostly self-reported symptoms such as fear of acting "in a way that will be negatively evaluated" (social anxiety disorder) or approaching and interacting "with unfamiliar adults" (disinhibited social engagement disorder in children).

"It would be great if we had been able to have a paradigmatic shift" by basing the diagnosis of mental illness on biology, as the APA hoped to when it began the DSM-5 process, said Dr Jeffrey Lieberman, chairman of psychiatry at Columbia University and president-elect of the APA.

But the science did not arrive in time. "The DSM can only reflect the research we have," said Lieberman." With rare exceptions such as narcolepsy, which can be diagnosed by testing cerebrospinal fluid, there are no objective biological measures for mental illness.

This lack of scientific rigor led the nation's leading mental health official to attack the DSM-5 for a "lack of validity," as Dr Thomas Insel, director of the National Institute of Mental Health, said in a blog post late last month.

The manual bases diagnoses on symptoms, he noted, but "symptoms alone rarely indicate the best choice of treatment." Allergies and flu share some symptoms, for instance, but no doctor would try to treat flu with an antihistamine.

"Patients with mental disorders deserve better," said Insel, who announced that "NIMH will be re-orienting its research away from DSM categories."

Pittsburgh's Kupfer shrugged off this attack. "NIMH expressed that a couple of years ago," he said. "It would be a mistake to reify the DSM for research purposes."

"Reification" has become a buzzword among the DSM's critics. In this context, it means "taking a concept and turning it into a reality," said Greenberg, whose new book, "The Book of Woe: The DSM and the Unmaking of Psychiatry" argues that the manual and the process behind it are hopelessly and dangerously flawed. "The categories are not reliable in a biological sense."

That can cause harm to people who are labeled "mentally ill" when all they have is a variation of normal human behavior, said Greenberg. "The sphere of normality has to have room for some distress, which is part of being human."

On a practical level, "once you have a diagnosis in your medical record you can have trouble getting insurance or a security clearance, and it changes how you think of yourself," said Greenberg.

BLACK-BOX WARNING

Changes that make it easier to qualify as mentally ill - fewer symptoms, lasting for a shorter time - have drawn the most impassioned criticism of the DSM-5. Dr Allen Frances, the psychiatrist who led the development of the last DSM and who has emerged as the new one's fiercest and most eminent critic, warns of a "hyperinflation" of diagnoses and calls for "a black-box warning" in the dozen or so most controversial changes, much like the black-box warning that regulators require on the labels of potentially dangerous drugs.

The black box, he said in a 2012 essay, would indicate the risks of calling people who engage in binge eating, for instance, or who grieve a dead child mentally ill, and would serve as "an admission that the change is a hypothesis," not a scientific fact.

The new DSM does not include more disorders than its predecessor, said Lieberman, "and it shouldn't increase the number of people who warrant a diagnosis of mental illness."

The changes it does make, however, could have far-reaching consequences.

It classifies compulsive gambling as an addiction, the first behavior to be so categorized. That could make it easier for pathological gamblers to get help, said Jeff Beck of the New Jersey Council on Compulsive Gambling and a recovering gambling addict.

The new manual also breaks out compulsive hoarding from obsessive-compulsive disorder and makes it a stand-alone disorder. That should tell clinicians that treatments that work in OCD are not the best way to treat hoarders, said psychologist Randy Frost of Smith College, who has developed a unique therapy for hoarding.

One of the more controversial changes was to eliminate the previous DSM's "bereavement exclusion" for depression. Now, if a father grieves for a murdered child for more than a couple of weeks, he is mentally ill. A footnote in the DSM-5 explains that "the inability to anticipate happiness or pleasure" in such a situation is a diagnostic criterion for the mental disorder of depression.

To some, this smacks of pathologizing a normal, understandable human reaction. "This completely leaves the person out of the equation and turns people into patients," said psychotherapist Eric Maisel, a critic of the DSM. "The DSM claims that an unwanted, distressing feeling is a sign of a disorder rather than being just a feeling, and it isn't at all interested in whether your circumstances could have caused those feelings."

It is important to consider circumstances, he said, because if someone experiences deep anxiety as a result of losing her job, becoming ill or facing foreclosure, "the remedy shouldn't be a pill," the usual outcome of a diagnosis of "generalized anxiety disorder."

The DSM-5 will likely reduce diagnoses of autism spectrum disorders (ASD). It eliminated Asperger's syndrome and tightened the ASD criteria.

While no one wants to see children incorrectly labeled, said Katie Weisman of the patient advocacy group Safe Minds, "children who were borderline cases under the previous DSM now won't get a diagnosis, which means they won't be eligible" for early, intensive behavior therapy - or won't have it paid for by insurance.

A mother of triplets on the autism spectrum, Weisman says "I'm not sure my boys would be where they are today" - in regular school classrooms, not special education - "without these services."

Whether the critics' fears come true will become clear only once psychiatrists, psychologists and even primary-care providers - who write the majority of prescriptions for drugs to treat mental illness - begin using the new DSM. "We're trying to establish accurate and reliable guidelines, and you can't completely control how they're applied," said Columbia's Lieberman. "The problem is not with the instrument but with the way it's used."

Car bombs, shooting in Iraq leave 17 dead

BAGHDAD (AP) ? Car bombs struck Shiite neighborhoods of the Iraqi capital and a northern city on Thursday, killing 16 people, while gunmen in Baghdad shot dead the brother of a Sunni lawmaker, officials said.

The attacks followed a wave of bombings Wednesday that also struck in mainly in Shiite neighborhoods, killing 33 people and raising concerns over a return to the sectarian bloodshed in Iraq.

Baghdad police said the first of Thursday's bombings hit a bus and taxi stop during the morning rush hour in the city's eastern Sadr City neighborhood. Nine people were killed, including a 7-year old child, and 16 were wounded in that attack, two officers said.

Another car bomb hit a small market at a taxi stop in Baghdad's eastern suburb of Kamaliya, killing three civilians and wounding 14 others there, the officers said.

And in the capital's northern Chikok district, two civilians were killed and 10 were wounded when a car bomb missed a police patrol that was passing through, two other police officers said.

In the northern city of Mosul, a suicide attacker rammed his car into an army check point, killing two soldiers and wounding three others, another police officer said. The attack came just after a car bombing in another area of Mosul wounded two civilians, he said. Mosul is located 360 kilometers (225 miles) northwest of Baghdad.

In Baghdad's southwestern neighborhood of Baiyaa, drive-by gunmen shot and killed a brother of a Sunni lawmaker and wounded two of his guards, two police officials said.

Four medical officials in a nearby hospital confirmed the causality figures. All officials spoke on condition of anonymity because they were not authorized to talk to the media.

The spike in violence comes amid growing tensions between the Shiite-led government and Iraq's Sunni minority over what they consider second-class treatment. A bloody government crackdown on militants last month in a protest camp in the country's north fueled the latest tensions.

Iraq's embattled Shiite Prime Minister Nouri al-Maliki on Thursday blamed sectarian tensions for the latest attacks.

"We have to know that today's bloodshed is the result of sectarian hatred and also the result of a stirring up of these sectarian tensions," al-Maliki said during a government-organized conference about atrocities committed under dictator Saddam Hussein.

Incitement could be coming from inside or outside the country, al-Maliki added.

No one has claimed responsibility for Wednesday's and Thursday's attacks, but car and suicide bombings are a hallmark of al-Qaida's Iraq branch.

The spike in attacks, after a general decrease in violence, has raised fears of a return to the sectarian bloodshed that pushed Iraq to the brink of civil war in 2006-2007. Shiite militias have so far been largely restrained in their reactions to such bombings.

Russia says Iran must take part in proposed Syria talks

MOSCOW (Reuters) - Russian Foreign Minister Sergei Lavrov said Iran must take part in a proposed international conference to end Syria's civil war, but that Western states wanted to limit the participants and possibly predetermine the outcome of the talks.

Conflicting comments from Russia and the West over Iran's role in the possible meeting have added to disagreements which already threaten to derail the conference proposed by Moscow and Washington last week.

"Among some of our Western colleagues, there is a desire to narrow the circle of external participants and begin the process from a very small group of countries in a framework which, in essence, would predetermine the negotiating teams, agenda, and maybe even the outcome of talks," Lavrov said in an interview posted on the Foreign Ministry website on Thursday.

Iran, which supports Syrian President Bashar al-Assad, has welcomed the proposal and expressed hopes that it would be a part of the process.

Its desire to participate in a June 2012 meeting on Syria hosted by the United Nations in Geneva was a bone of contention between Washington and Moscow.

"One must not exclude a country like Iran from this process because of geopolitical preferences. It is a very important external player. But there is no agreement on this yet," Lavrov said in the interview given to a Lebanese television station.

The West is loath to see Iran, which has grown increasingly isolated on the international stage because of Western fears it is developing nuclear weapons, being at any such talks.

The meeting, which U.S. Secretary of State John Kerry has said would likely take place in early June, will aim to have the same global powers that attended the 2012 meeting, but this time include representatives of the Syrian government and opposition.

Last year the foreign ministers of the U.N. Security Council's five permanent members - Russia, the United States, China, France and Britain - all attended the Geneva talks along with Turkey, Kuwait, Qatar, U.N. Secretary-General Ban Ki-moon, Arab League head Nabil Elaraby and EU foreign policy chief Catherine Ashton.

PROSPECTS FAR FROM CLEAR

With Syria's factional and sectarian rivalries more entrenched than ever, however, it is far from clear the warring parties are ready to negotiate with each other.

Most opposition figures have ruled out talks unless Assad and his inner circle are excluded from any future transitional government.

Lavrov also said Saudi Arabia, a foe of both Damascus and Tehran and leading backer of the rebel forces which did not participate in last year's meeting, should be present.

He added that he would not exclude any political opposition groups, but that "terrorist groups" like the al Qaeda-linked Nusra Front had no place at the negotiating table.

He did not mention any of the other rebel groups that operate under the umbrella of the Free Syrian Army.

In Paris, French President Francois Hollande told a news conference that despite an urgency to solve the crisis politically, Russia's arms sales to Syria proved that Assad's opponents needed to maintain military pressure.

France and Britain are trying to convince European partners to amend an arms embargo that would allow delivery to Syrian rebels. Russia has been one of Assad's biggest arms suppliers.

"While the Russians are accepting the idea of this conference they continue to give weapons to Bashar al-Assad's regime, so we need to have an attitude that balances that out," Hollande said.

A French official reiterated Paris' previously-stated stance that Iran could not be part of any talks.

"Iran cannot be part of it because it always tries to mix the Syria debate with the nuclear issue," the official said.

No venue has been confirmed but Kerry has talked of a "Geneva Two" meeting.

(AP) ? President Barack Obama on Wednesday announced the ouster of the top official at the Internal Revenue Service following disclosures that the agency targeted conservative political groups.

Obama, who has been criticized for appearing passive in his response to the matter, declared, "I am angry about it" and said the American people had a right to be angry as well.

Before announcing the departure of Acting IRS Commissioner Steven Miller, Obama conferred with top officials from the Treasury Department, which oversees the IRS. The White House scheduled the meeting a day after the release of an inspector general report that showed ineffective management at the IRS allowed agents to improperly single out tea party groups for special review during a period of more than 18 months.

Miller became acting commissioner in November, after Commissioner Douglas Shulman completed his five-year term. Shulman had been appointed by President George W. Bush.

The president has proceeded cautiously since the IRS controversy was made public Friday. While he initially said the accusations were "outrageous," he also said he wanted to wait until the inspector general's report was released before addressing what should be done to hold accountable those responsible.

Besides seeking Miller's resignation, Obama said his administration would put in place new safeguards to prevent a recurrence of the IRS actions and said he insisted the IRS implement the inspector general's recommendations immediately. The IRS had agreed to seven of nine recommendations contained in the report.

Obama said the improper behavior at the IRS was especially egregious "given the power that it has and the reach that it has into all of our lives."

The report lays much of the blame on IRS supervisors in Washington who oversaw a group of specialists in Cincinnati responsible for screening applications for tax exempt status. It does not indicate that Washington initiated the targeting of conservative groups, but it does say a top supervisor in Washington did not adequately supervise agents in the field even after she learned the agents were acting improperly.

The Justice Department is also investigating the IRS targeting, as are three congressional committees.

In a letter to IRS staff Wednesday, Miller said he will leave his role as acting commissioner in June.

"This has been an incredibly difficult time for the IRS given the events of the past few days, and there is a strong and immediate need to restore public trust in the nation's tax agency," Miller said.
